(a) At the hearing, the commissioner or designee shall explain the purpose of the hearing, including the request made by the petitioners.

(b) The commissioner or designee shall notify attendees how to submit written comments as specified in Saf-C 416.05(g).

(c) The commissioner or designee shall instruct all persons who wish to speak at the hearing to print their name and address on a sign-up sheet provided by the commissioner or designee, and that the order of speakers shall be the same order in which names are printed on the sign-up sheet.

(d) Each person testifying at a hearing shall begin his or her testimony by stating his or her full name and address.

(e) After all speakers have been heard, the commissioner or designee shall state:

(1) The anticipated date by which the commissioner shall make a decision on the petition that is the subject of the hearing, not later than 30 days after the completion of the hearing; and

(2) The means by which interested persons shall be informed of the commissioner's decision.

(f) Subject to the laws governing the department, the commissioner or designee shall:

(1) Limit the length of any hearing;

(2) Limit the time allocated to any witness if doing so would facilitate hearing testimony from as great a number of persons as is practicable; and

(3) Limit or prohibit testimony if the testimony becomes repetitive, redundant, irrelevant, profane, or vulgar.

(g) The commissioner or designee shall accept written testimony in lieu of or in addition to oral testimony. For the purposes of accepting written testimony, the record of any hearing shall be held open for 7 days subsequent to said hearing.

(h) Written testimony submitted subsequent to the hearing shall be forwarded to the:
