(a) Unless a waiver is granted pursuant to Saf-C 408.18(d), 50 percent of the total number of moorings within a public mooring field shall not be used for a term longer than 30 days.
(b) A public mooring field shall:
(1) Have at least one
designated public access;
(2) Not
have a membership requirement; and
(3) Have an operator.
