(a) No more than one mooring shall be placed adjacent to shorefront property unless a special exception for 2-4 moorings has been granted.

(b) A person shall request a special exception by completing a mooring permit application on form DSSS 18 as set forth in Saf-C 408.06(b) for the total number of moorings, along with a detailed explanation of the reason(s) why additional moorings are necessary.

(c) Upon receipt of a request for a special exception, the director or his designee shall review the information submitted by the applicant and approve or reject the special exception based upon the criteria set forth in Saf-C 408.09.
