Flashing light buoys shall be range or general direction indicators, white in color. The light shall not control navigation directions. The spar buoy adjacent to such lights shall indicate the governing direction for navigation. When navigating at night, operators shall use the light for general direction, keeping the course of the vessel a few degrees to the correct side or passage, as indicated by the buoy adjacent to it. Operators shall not approach a light head.
