Section Saf-C 3904.01 - Minimum Training Competencies

(a) For the purposes of this section:

(1) First responder at the awareness level means a responder as defined in 3.3.4 of Chapter 3 of NFPA 472, 2008 edition;

(2) First responder at the operational level means a responder as defined in 3.4.4 of Chapter 3 of NFPA 472, 2008 edition;

(3) Hazardous materials technician means a responder as defined in 3.3.33 of Chapter 3 of NFPA 472, 2008 edition; and

(4) Incident commander means a responder as defined in 3.3.36 of Chapter 3 of NFPA 472, 2008 edition.

(b) Off-site emergency responders shall meet the standards set forth in (d) below, at their responder level.

(c) Off-site emergency responders shall be trained to perform at one of the following levels:

(1) First responder at the awareness level;

(2) First responder at the operational level;

(3) Hazardous materials technician level; or

(4) Incident commander level.

(d) Training and competency standards shall comply with the following:

(1) For the first responder at the awareness level, Chapter 4 of NFPA 472, Standard for Professional Competence of Responders to Hazardous Materials Incidents, 2008 edition;

(2) For the first responder at the operational level, Chapter 5 of NFPA 472, Standard for Professional Competence of Responders to Hazardous Materials Incidents, 2008 edition;

(3) For the hazardous materials technician level, Chapter 7 of NFPA 472, Standard for Professional Competence of Responders to Hazardous Materials Incidents, 2008 edition; and

(4) For the incident commander level, Chapter 8 of NFPA 472, Standard for Professional Competence of Responders to Hazardous Materials Incidents, 2008 edition.
