(a) A catalytic converter shall be required on all vehicles less than 20 model years old, if so equipped at the time of manufacture.
(b) A vehicle shall be rejected if:
(1) The catalytic converter is missing;
or
(2) It is plainly obvious that
the catalytic converter does not function.
