(a) New stickers shall be issued in minimum quantities of one full book.

(b) A full book of motor vehicle stickers shall have 25 stickers.

(d) On-demand sticker backings shall be issued to inspection stations by the supplier based on usage volume in accordance with contractual agreements between the supplier and inspection stations.
