(a) Upon receipt of the grant review committee's recommendation, the commissioner shall make a final determination as to which projects shall be awarded funds and how much.
(b) The commissioner shall apply the following in determining whether the funding will be effectively used:
(1) Recommendation of the
grant review committee;
(2) Overall
impact the project will have on the greatest population;
(3) Amount of grant funds available;
(4) Cost of the project and
requested budget; and
(5) Degree to
which the alignment of proposal with the substance abuse enforcement program
pursuant to
RSA
21-P:66, and these rules.
