(a) The hearing shall be presided over by the commissioner or his or her designee.
(b) The commissioner or designee shall:
(1) Call the hearing to order;
(2) Cause a recording of the hearing to be
made;
(3) Recognize those who wish
to be heard;
(4) Maintain order
during the hearing; and
(5) Adjourn
the hearing.
