(a) The uniform administrative fine schedule shall be set as follows:

(1) For a first offense, $50.00;

(2) For a second offense within a 12-month period, $100.00;

(3) For a third offense within a 12-month period, $500.00; and

(4) For a subsequent offense with in a 12-month period, $1,000.00.

(b) Administrative fines shall not be held in abeyance.

(c) Any fine shall be paid in full within 30 days of receipt of the order of non-renewal.

(d) Pursuant to RSA 263:56-f, I(b), the commissioner, or his or her designee, shall suspend all or part of any administrative fine so imposed in proven cases of hardship. Written proof of financial hardship, at a minimum shall include tax returns, financial statements, bank account records, salary records or similar documentation demonstrating that the responsible person is unable to pay all or part of any administrative fine.
