(a) The purpose of these rules is to set forth:
(1) The practice
and procedures for the administrative hearings conducted by the
commissioner;
(2) The motor vehicle
accident reporting requirements;
(3) The handling of protested
checks;
(4) A uniform point system
for identifying frequent violators of traffic laws;
(5) The approval process for driver
improvement courses; and
(6) The
approval process for driver attitude courses.
