(a) Rental fleets owned by any person engaged in the business of renting such vehicles shall be extended full interstate or intrastate privileges, provided that:

(1) The vehicles are part of a rental fleet and identified as being part of that fleet;

(2) The person has received approval from the jurisdiction to apportion such rental fleet;

(3) The person registers the vehicle as follows:
a. For trucks and tractors, in accordance with the fees for apportionable vehicles set forth in these rules;

b. For rental cars, in accordance with RSA 260:75, XI, A 3.(b).; and

c. For one way vehicles, which are those vehicles that are rented in one location and left in another location, as follows:
1. Trucks of less than 26,000 pounds gross vehicle weight operated as part of an identifiable one-way fleet shall allocate vehicles to the respective jurisdictions based upon the mileage factor procedure set forth in Saf-C 1702 and fully register the allocated vehicles in such jurisdiction; and

2. All trucks of one-way fleets so qualified shall be allowed to perform both interstate and intrastate movements in all jurisdictions.
