(a) Semi-trailer or full-trailer vans and tanks used for highway or on-site transportation of water gels shall be acceptable for temporarily storing those materials provided that they are located in accordance with the table of distances for storage of explosives with respect to inhabited buildings, passenger railways, and public highways and according to the table of separation distances of ammonium nitrate and blasting agents from explosives to blasting agents with respect to one another.

(b) Trailers shall be provided with substantial means for locking, and the trailer doors, hatches, or valves shall be kept locked except during the time of placement and removal of stocks of blasting agents. Locking mechanisms shall be as specified for Type 5 magazines.
