(a) A motor vehicle used for transporting explosives shall be inspected daily by the operator prior to operation in order to determine that it is in proper condition for safe transportation of explosives.
(b) Proper condition for safe transportation of explosives means that:
(1) The fire extinguisher shall be filled and
ready for immediate use;
(2) All
electrical wiring shall be completely protected and securely fastened to
prevent short-circuiting;
(3) The
chassis, motor, pan, and underside of body shall be reasonably clean and free
of excess oil and grease;
(4) The
fuel tank and feed line shall be secure and have no leaks;
(5) The brakes, lights, horn, windshield
wipers, and steering apparatus shall function properly;
(6) The tires, which shall be properly
inflated and free of defects; and
(7) The vehicle shall be in proper condition
in every other respect and acceptable for handling explosives.
