(a) Wheelchair fastening devices shall be provided and attached to the floor, walls or both to enable wheelchairs to be secured in a special needs vehicle. All devices shall be of a type that requires human intervention to unlatch or disengage.

(b) Each school bus manufactured on or after January 17, 1994 that is equipped with wheelchair securement or occupant restraint devices shall meet or exceed the requirements of FMVSS 222 as was in effect on the date of manufacture for the school bus.

(c) As a result of the many different configurations of wheelchairs, fastening devices shall be used to restrain the wheelchair.

(d) Each school bus shall be equipped with forward facing seats with federally approved restraint systems.
