The assistant commissioner shall have such powers and duties as are authorized under RSA 21-P:5 and such other duties as may be assigned by the commissioner, including but not limited to:

(a) Executive direction of all divisions of the department in the absence of the commissioner;

(b) Authority to control expenditures of all divisions including the division of state police, for budget control;

(c) Authority and power to direct and supervise the operation and administration of any division of the department, except the division of state police;

(d) Liaison between the commissioner and the directors of the various divisions;

(e) Pre-screening of all federal grant requests by all divisions and units;

(f) Department liaison with the state legislature;

(g) Coordination of administrative rulemaking;

(h) Liaison with employee bargaining agents and the office of the state negotiator for collective bargaining matters; and

(i) Responsibility for the operations of the bureau of hearings and the division of fire safety.
