(a) Any retirement system staff member may appear in any proceeding governed by this chapter as a witness or representative of the retirement system. No staff member who appears in a proceeding shall act as a technical assistant to the presiding officer after the conclusion of the hearing to preserve the presiding officer's independence from retirement system staff.

(b) Counsel engaged by the retirement system may represent staff in any proceeding governed by this chapter.
