These rules are intended to govern all adjudicative proceedings within the statutory jurisdiction of the New Hampshire retirement system. These rules shall also govern proceedings involving petitions for rulemaking and declaratory rulings. These rules shall be construed to secure the just, speedy, and economical resolution of such proceedings.
