The purpose of these rules is to provide direction from the commissioner of the department of resources and economic development for a rational and uniform system in the determination of enhanced penalties applied to habitual or frequent violators of laws governing the protection and improvement of forestlands. It is also to ensure, to the fullest extent practicable, that generally comparable enhanced penalties will be assessed throughout the state.
