(a) The purpose of the various proceedings undertaken pursuant to this chapter is to acquire sufficient information to make fair and reasoned decisions on matters within the statutory jurisdiction of the office of professional licensure and certification (OPLC) or other regulatory authority undertaking the proceeding.
(b) The purpose of this chapter is to provide:
(1) Uniform procedures for the
conduct of adjudicative proceedings and non-adjudicative proceedings;
(2) Uniform procedures for the submittal,
review, and disposition of complaints, rulemaking petitions, requests for
explanation of adopted rules, requests for declaratory rulings, waivers of
rules, and waivers of procurement provisions under
RSA
21-G:37;
(3) Procedures for investigations, settling
matters without adjudicative hearings, and disciplinary proceedings;
and
(4) Uniform criteria for
suspending, revoking, or refusing to issue or renew licenses issued by the
regulatory authority.
(c) These rules are intended to supplement the requirements of RSA 541-A and any procedures or criteria expressly set forth in the practice act of a regulatory authority or in RSA 310-A:1-j through RSA 310-A:1-n.
