"Central processing pharmacy" means a licensed pharmacy, in this or any other state, district, or commonwealth of the United States, that engages in prescription review by performing functions that include but are not limited to:
(a) Data entry;
(b) Prospective drug review;
(c) Refill authorizations;
(d) Therapeutic interventions;
(e) Patient counseling;
(f) Claims submission;
(g) Claims resolution; and
(h) Claims adjudication.
