Within 30 days of a decision of the division granting, denying, revoking, suspending, or modifying a permit or certificate of registration, or imposing an administrative fine, or issuing an order, any person aggrieved by the decision of the division may file with the board a petition for appeal. The petition for appeal shall constitute a request for an adjudicative proceeding before the board. A copy of the petition shall also be filed with the division at the same time it is filed with the board. The petition for appeal shall be deemed to have been filed on the date it is received.
