The primary responsibility for design, construction, maintenance and inspection shall rest with the owners of passenger tramways. The safety of passengers and other users is of paramount importance, thus owners and operators shall conform to the orders of the board. If any operator fails to comply with the lawful orders of the board, within the time fixed thereby, the board shall suspend the registration of such operator. These orders shall apply only to the tramways and mechanisms necessary to propel passengers between loading and unloading stations, the stations or platforms themselves and the areas immediately adjacent to the tramways. They shall not apply to conditions existing on trails, ski slopes or other facilities provided in this area.
