Within 30 days, the board shall prepare a written ruling providing a response to the request and the reasons for the response, unless it is determined by the board that an answer to the questions necessitates referral of the matter to the attorney general, in which case the chairman shall provide this ruling within 5 days of receipt of an opinion or other response of the attorney general. Referrals to the attorney general shall be made no later than 15 days following receipt of an application under this regulation.
