(a) The board shall:
(1) Act on the petition within 30
days of the meeting at which the petition was considered;
(2) Issue a written declaratory ruling within
30 days of the meeting at which the petition was considered; or
(3) Reject the declaratory ruling petition if
it is beyond the scope of authority as specified in RSA 205-D.
