(a) Failure to comply with the rules of this chapter shall be grounds for:
(1) Refusing to accept or admit a
non-compliant document for filing or refusing to consider a non-compliant oral
petition or motion; or
(2)
Admitting, or denying a non-compliant application, petition, motion, or exhibit
on the condition that conformity with specific procedural requirements be
achieved by a specified date.
