An application for a specific license to manufacture, assemble, or repair luminous safety devices containing tritium or promethium-147 for use in aircraft, for distribution to persons generally licensed under He-P 4031.04(h) shall be approved if:
(a) The applicant satisfies the general requirements specified in He-P 4030.09; and
(b) The applicant satisfies the requirements of 10 CFR 32.53, 32.54, 32.55 and 32.56.
