A food service establishment applying for a license as a food processing plant shall:
(a) Comply with all of the application requirements described in He-P 2304.01;
(b) Submit with the application a list of all food products to be produced in the food processing plant;
(c) Submit a HACCP plan as part of the application as required by He-P 2304.13; and
(d) Submit a copy of a finished product label.
