(a) Vehicles shall be driven only by staff.

(b) Open body or stake bed vehicles shall not be used to transport juveniles outside the confines of the grounds of the physical plant.

(c) At least one staff member, in addition to the driver, shall be present in any vehicle transporting more than 6 juveniles.

(d) No more individuals shall be transported in any automobile, bus, or van than for which there are seats in the vehicle.

(e) A minimum of a one-half hour rest stop shall occur within every 4 hours of travel.

(f) Juveniles shall not be transported in a vehicle for more than 10 hours in any 24-hour period.

(g) Vehicle seat belts shall be provided for each juvenile and worn when the vehicle is in motion.
