(a) To be eligible for Medicaid reimbursement for covered services, an individual shall be:
(1) Identified as a child or youth who is
receiving residential services pursuant to RSA 169-B, RSA 169-C, or RSA 169-D;
and
(2) A Medicaid
recipient.
