(a) A web-based VMS shall be used to store, manage, and report data for all voucher management activities and for all aspects of ATR service delivery.
(b) Care coordinators and service providers shall be required to complete training on the use of the VMS.
(c) Each voucher issued shall:
(1) Be for a specific service and service
provider;
(2) Have an assigned
value adequate to cover up to the authorized number of units of service;
and
(3) Be active for a specified
amount of time.
(d) A voucher shall expire if:
(1) The client does
not present for treatment or service delivery within 30 days of voucher
issuance;
(2) The client completes
the level of care in his or her treatment plan, transitions to another level of
care, but fails to present for treatment within 14 days of the
transition;
(3) During the course
of treatment, 30 days elapse in which the client fails to present for
treatment;
(4) The lifetime of the
voucher expires; or
(5) All units
for treatment and other service delivery have been utilized.
