(a) "Access to Recovery (ATR) program" means a special initiative funded by the federal government and implemented by the New Hampshire department of health and services' bureau of drug and alcohol services, designed to provide clinical substance abuse treatment and recovery support services to targeted populations.

(b) "Assessment" means a clinical interview, conducted in-person by a qualified individual using one or more approved tools, to determine the existence and severity of substance use, abuse, addiction, and specific problem areas.

(c) "Bureau" means the New Hampshire department of health and human services' bureau of drug and alcohol services (BDAS) .

(d) "Choice" means a client being able to choose from all providers qualified to render an identified service needed.

(e) "Client" means an eligible individual who is enrolled in the ATR program to receive treatment or support services.

(f) "Commissioner" means the commissioner of the NH department of health and human services.

(g) "Department" means the New Hampshire department of health and human services.

(h) "Deployment Cycle Support Program (DCSP) " means a federally funded program administered by the department to provide a variety of services to National Guard service members who are in the deployment cycle and their families.

(i) "Government Performance and Results Act (GPRA) survey" means a federally required survey to monitor results and track progress in achieving established targets for funded services.

(j) "Level of care" means the types and intensity of treatment and or recovery supports needed, as determined through an assessment.

(k) "Peer recovery coaching" means support services provided by individuals in recovery from alcohol or other drug problems, or their family members, who have completed the Connecticut Community for Addiction Recovery (CCAR) model for recovery coaching training.

(l) "Provider" means an individual or an entity that is approved to provide ATR services to clients.

(m) "Recovery support services" means services which are provided to clients to make it easier for them to attend treatment sessions, support their recovery from alcohol and other drug problems, and prevent relapse.

(n) "Screening" means the initial interview process to determine whether an individual is eligible for the ATR program.
