Once an adjudicative proceeding has been commenced, no party shall communicate with any person assigned to render a decision or to make findings of fact and conclusions of law in a contested case concerning the merits of the case except upon notice to all parties and in accordance with the rules of this chapter. Additionally, no party shall cause any other person to make such communications or otherwise engage in conduct prohibited by RSA 541-A:36.
