(a) Deer and related animals shall be provided with an enclosure that will ensure unrestricted movement for each animal.
(b) Propagators of sika, fallow, and red deer or elk or permit holders of pre-existing regulated shooting areas for whitetail deer or elk shall provide an enclosure at least 8 feet high and a minimum of 2,000 square feet per animal.
