(a) Any person who possesses a commercial clamming license, as described in RSA 211:62-d, shall submit a monthly report to the executive director as specified in Fis 608.02.
(b) Any licensee failing to report shall not be issued a license until such time that the required information is submitted. Before a license is issued, the information shall be reviewed by the department for completeness and information validated.
