(a) No memorial shall be erected, nor shall any commemorative service be conducted, at a boat access area prior to issuance of a special use permit by the executive director or designee.
(b) Requests for issuance of a special use permit for the erection of a memorial or conduct of a commemorative service shall be made and evaluated in accordance with Fis 905.
