(a) Applicants for OHRV or snowmobile volunteer instructor positions shall provide the following to the department in writing by filing with the law enforcement division a "Volunteer Instructor Application" form with the following information:

(1) Name;

(2) Legal and mailing address;

(3) Date of birth and sex;

(4) County of residence;

(5) Home and mobile telephone numbers and email addresses;

(6) Size of shirt normally worn;

(7) Club affiliations; and

(8) A signed and notarized department of safety "Criminal History Record Information Release Authorization Form" DSSP256, effective 7/15/16, to allow the department to perform a criminal background check of the applicant in accordance with (b) below.

(b) Individuals who meet the following criteria shall be qualified and approved to sit for a written knowledge examination:

(1) The person is at least 21 years of age;

(2) A check of the state bureau of criminal investigation records and the department's arrest records shows no record of:
a. A felony conviction of any type at any time;

b. Conviction of a misdemeanor of any type within the 5 year period preceding the date of application; or

c. Conviction of a fish and game violation under Title XVIII of the New Hampshire Revised Statutes Annotated or the administrative rules of the department within the last year.

(c) Qualified individuals who pass the written knowledge examination prescribed by the department with a minimum score of 80% shall be certified as instructors for a period to end upon December 31 of the next even numbered year.

(d) Certified instructors shall receive:

(1) An instructor's manual;

(2) Certification card with expiration date;

(3) A distinctive shirt issued by the department;

(4) An individual subscription to department publications; and

(5) Evidence of liability insurance coverage that is provided by the department for certified volunteer instructors for conducting an OHRV or snowmobile safety course.
