(a) An applicant may choose to file an application via the U.S. Mail with department headquarters.
(b) The burden shall be upon the applicant to mail such application sufficiently in advance to leave 5 business days for processing by the department.
(c) No agent of the department shall be authorized to process any application described in these rules received by the agent via the U.S. Mail.
