(a) A reference to the federal duck stamp on any departmental form shall provide the form user the ability to purchase through the department a federal "Migratory Bird Hunting and Conservation Stamp" issued by the U.S. Fish and Wildlife Service. This ability shall be offered as a convenience to the form user.

(b) Nothing herein shall excuse any person from compliance with the requirements of RSA 209:6 to obtain and have on his or her person an unexpired federal duck stamp when engaged in activities controlled by the Migratory Bird Treaty Act of 1918, 16 U.S.C. 703-712, and regulations found at 50 C.F.R. Part 10 and Part 21.
