(a) For the purposes of this rule, an organization shall be treated as a recognized summer camp or educational facility if:

(1) The organization is physically operating from a location within the state of New Hampshire, and is actively engaged in the education of youth;

(2) A minimum of 3 students or campers, all of whom are under the age of 20 years, are actively enrolled in the camping or educational program of the organization; and

(3) The organization's educational goals and objectives for students or campers are accomplished in whole or in part by the issuance and use of a group fishing license.

(b) Any recognized summer camp or educational facility wishing to obtain a group fishing license in accordance with RSA 214:9, XIII shall complete and submit an "Application for Summer Camp/Education Facility Group Fishing License" form, Rev 10/2018, available at Application for Summer Camp/Education Facility (nh.gov), to the fish and game department at 11 Hazen Drive, Concord, NH 03301, together with the required fee as determined in accordance with Fis 1110.08.

(c) When youth are fishing under the group fishing license, they shall be accompanied by an adult at least 20 years of age, who:

(1) Holds a valid New Hampshire fishing license;

(2) Has the authority to use the group license granted to the applicant organization; and

(3) Is supervising the fishing activities of no more than 10 students at any one time.

(d) Nothing in the group license shall excuse individual compliance with any applicable fish and game rules or regulations.
