(a) Unless exempted pursuant to (c), below, the applicant shall notify abutters prior to filing an application.
(b) As required by RSA 482-A:3, I(e)(1), notice shall be provided in writing by certified mail or other delivery method that provides proof of receipt.
(c) Abutter notification shall not be required for:
(1) Any project conducted under an
SPN;
(2) Any project conducted
under a PBN or registration, unless specifically required;
(3) Public highway construction, maintenance,
or repair projects located within a public right of way; or
(4) Utility projects located completely
within a utility right-of-way.
