This part shall apply to:
(a) The owner of a community or non-transient non-community water system adding a chemical disinfectant to the water in any part of the treatment process; and
(b) The owner of a community, non-transient non-community ortransient non-community water system adding chlorine dioxide as a disinfectant or oxidant to the water in any part of the treatment process.
