(a) A public water system shall have a cross-connection control program approved in accordance with Env-Ws 364.11 if:
(1) The
water system serves 1,000 or more persons; or
(2) The water system serves an entity which
poses a cross-connection hazard.
(b) Public water systems serving less than 1,000 people shall take appropriate action to prevent backflow occurrences and to eliminate cross-connections, however, an approved cross-connection control program shall not be necessary.
