"Expansion of use" means modifying the use of an existing structure in a way that results in an actual or potential increase in the volume of wastewater discharged to the ISDS serving the structure. The term includes any activity that would increase the load on a sewage disposal system as that phrase is defined in Env-Wq 1002.35.
