An owner or operator of a facility at which spent lead-acid batteries are reclaimed other than through regeneration shall:
(a) Comply with Env-Hw 400, Env-Hw 502, and the applicable requirements of Env-Hw 1200; and
(b) If spent lead-acid batteries are stored at the facility prior to reclamation, the owner or operator shall be subject to the:
(1) Storage facility permit requirements
specified in Env-Hw 300; and
(2)
Facility requirements specified in Env-Hw 700, except for:
a. The waste analysis requirements of
Env-Hw
707.03(a)(2) and
Env-Hw
708.02(a)(2); and
b. The manifest requirements of Env-Hw
