(a) Any person who is or would be directly affected by the strict application of a rule in Env-A 1810, Env-A 1811, Env-A 1812, or Env-A 1813 may request a waiver thereof.
(b) Each request for a rule waiver shall:
(1) Be in writing;
and
(2) Include the information
specified in Env-A 1814.03.
