All training courses that are used to fulfill licensure and certification requirements for asbestos abatement and school asbestos abatement planning shall be approved by:
(a) The EPA;
(b) An EPA-approved state accreditation program; or
(c) The department, pursuant to Env-A 1809.02 and Env-A 1809.03.
