(a) The term of appointment shall be 3 years. The commissioner shall make a minimum of 3 appointments annually. Terms of appointment as provided in this paragraph shall end on June 30 of the year in which the term is completed. The conduct of business shall not depend upon the maintenance of full council membership.
(b) In the event of vacancies, the commissioner shall appoint replacements at the time such vacancies occur.
