(a) The committee consists of 8 members as follows:

(1) A resident of the town or city where the nuclear facility is located and appointed by the town or the mayor and council of the city;

(2) The chairman of the public utilities commission;

(3) One senator to be appointed by the senate president;

(4) One member of the house of representatives to be appointed by the speaker of the house;

(5) The state treasurer or designee;

(6) The commissioner of the department of health and human services or designee;

(7) The commissioner of the department of safety or designee; and

(8) The director of the governor's office of energy and planning or designee.

(b) The committee shall select a chairman to serve for a 3-year term.
