(a) In conducting board meetings, the chairperson or a designee, at any time before or during a board meeting shall:
(1) Refuse to
recognize a person who refuses to comply with Cub 103.06, above;
(2) Revoke recognition of a speaker who does
not comply with Cub 103.06 above;
(3) Limit the amount of time each speaker may
speak to a specific amount of time at the discretion of the chairperson;
and
(4) Limit presentations from an
interest group or organization to no more than 3 spokespersons, provided that
the members of the interest group who are present may enter their names into
the record as supporting the position of the group or organization.
